Ideally, yes as it is billed as a SONG contest. But that part is far from being a priority for many participants. I have often felt that the lack of songwriting ambition kills many of the entries. The gimmicky side catches attention. But it's not the sort of attention that ends up as memorable songs. There is often lots of talk about the jury and the "popular" vote (which I distrust). The real litmus test comes in the week after the show when Spotify reveals what people are actually listening to.
